supply trains at the Dutch internment camp of Zeist, WW1


In both scenes a diminutive steam locomotive arrives with supplies, which seem to include plenty of barrels.  Given that the captions are written also in French, were the internees mostly Belgian soldiers?  And if so, were these cards for sending back home with a message such as "n'inquiétez pas, comme vous le voyez, nous avons beaucoup de vin"?
