where Steven Joyce could actually be useful

At New York's JFK airport last week to fly back to LA we were surveyed by an interviewer on what we thought of the airport, one of the questions in which was what we thought of the roads going to the airport.  We were quite happy to tell the interviewer we thought they were bloody awful (we went there by bus but it is still a very uncomfortable experience with constant bumps).  Like the streets of New York, you wonder at what point the road surfaces become so bad that a decision is made to repair them.  NZ's Steven Joyce would be eagerly allocating billions of dollars for the purpose.
